Robert Kirk, 40, of Windom has been charged with felony domestic assault by strangulation and a gross misdemeanor following an alleged domestic incident in late July.
According to a police report, officers responded to a Windom residence shortly after midnight July 26 after receiving a report of a domestic assault in progress. A woman told police Kirk had assaulted her during a period beginning July 24 and continuing into July 26.
Officers reported observing multiple injuries on the woman, including bruising around her neck. According to the report, Kirk initially remained inside the residence and did not immediately comply with requests from officers to come out. He was eventually taken into custody. The woman also told police Kirk had attempted to prevent her from calling 911 during the incident.
The felony domestic assault by strangulation charge carries a maximum sentence of three years in prison and a $5,000 fine. Kirk also faces a gross misdemeanor charge of interfering with an emergency call, punishable by up to 364 days in jail and a $3,000 fine.
