A 57-year old Windom man faces two felony charges following incidents on or about from Oct. 24 through Oct. 30.
According to a police complaint, Jose Ramon Melendez has been charged with two counts of criminal sexual conduct.
The charges against Melendez include first-degree criminal sexual conduct involving penetration and personal injury to a victim who is mentally impaired and third-degree criminal sexual conduct involving a victim who is mentally impaired.
According to the statement a Windom police officer was informed of a sexual assault involving a vulnerable adult living in a group home on Oct. 30. The victim reported meeting Melendez online and being taken to his house in Windom, where they smoked methamphetamine together.
The complaint said the victim alleged Melendez attempted and succeeded in sexually penetrating her, causing bruising to her legs.
If convicted, the first-degree charge carries a maximum of 30 years in prison and a $40,000 fine and the third-degree charge carries a maximum sentence of 15 years in prison and a $30,000 fine, with a mandatory minimum of 60 months in prison.
