Suclah Clarke Sibou, 42, of Jackson has been charged in Cottonwood County Court with two counts of possession of firearms or ammunition after having been convicted of or adjudicated delinquent of a crime of violence.
According to the complaint, a Windom police officer received information from another officer that Simmakon Phaly, who had a felony warrant for his arrest, was in a vehicle at South Windom Apartments. The officer saw the vehicle on the road and initiated a traffic stop, placing Phaly under arrest.
The driver of the vehicle, Sibou, told the officer they had been visiting Phaly’s friend in Windom and were going to Mt. Lake to pick up Phaly’s mom, because Phaly didn’t have a license. Sibou admitted using methamphetamine earlier in the day. A field sobriety test showed signs of impairment.
Due to the admission of use of meth and evidence of meth use in the vehicle, a vehicle search was conducted. During the search, a Glock 17 pellet gun, a pellet gun magazine and a Walther PPX magazine with nine-millimeter bullets were located in a sweatshirt.
If convicted, each of the two charges carries a maximum possible sentence of 15 years in prison and/or a $30,000 fine, but not less than five years in prison.
