One of the largest development projects in Windom’s history is off and running.
The South Cottonwood Lake development received a green light from the Windom City Council last week. The council gave unanimous approval on two key development agreements — one with Voss Plumbing & Heating and one with Apollo Development.
Voss Plumbing & Heating would buy and develop most of the Cemstone ready mix plant site on the south side of Cottonwood Lake. That includes demolition of the Cemstone buildings and clearing the site, installing sewer, water, internet, a street and more.
