When the Windom Economic Development Authority meets in special session today, a chunk of the meeting will be in closed session, according to city officials.
The meeting, which starts at noon in the Windom City Council Chambers, includes just one key item titled, “Cemstone.” The agenda states that this item includes a closed session involving land negotiations for two parcels.
Windom city officials have spent the past few years negotiating with Cemstone officials for the purchase of the “Windom Ready Mix property” on the south end of Cottonwood Lake. Under a proposed deal, Cemstone, which purchased the site and business from Windom Ready Mix many years ago, would move to the North Windom Industrial Park and the city would develop housing at the lake.
