The first report to Windom police and ambulance personnel was one of concern.
In fact, officers and emergency medical technicians were told during last week’s incident that the person was unresponsive in a vehicle on Lakeview Avenue.
Within minutes, however, an 18-year-old Heron Lake male was arrested on possible charges of fifth-degree controlled substance possession and a possible charge of driving under the influence of a controlled substance (pending blood sample tests). In addition, a hold was placed on the suspect related to a pretrial violation for drug charges in Jackson County.
The matter is under review by the Cottonwood County attorney.
