Streets, electric, liquor

If all goes as planned, Windom could enter April with new people leading its street, electric and liquor departments.
We would probably have to go back decades to find that much turnover at one time. Part of that is due to a 2017 decision to combine the electric and street positions. Now, it appears that at least two of the new hires - in the street and electric departments - are people with little or no management experience.
We respect our hiring committee and council for keeping the focus on good people with solid local experience and positive backgrounds. They seem confident that management experience can be nurtured and developed.
Brian Cooley, for instance, brings a wealth of experience to the street superintendent position. However, he will be learning some of the management duties while he is on the job.
The same type of situation could unfold in the electric department. Recently, the council agreed to post the electric superintendent job internally. A page 1 article in this week's Citizen makes it clear that a local electric superintendent candidate would get plenty of help on the management side during the first year and beyond.
As for the liquor position, all we can say is that many see this as an attractive opportunity. There were 19 applicants for the job.
Moving forward, these are critical times for three departments that play key roles in our city's services and revenues. City leaders and staff members will expend valuable time hiring and training these department heads.
We are optimistic that all three departments will be fine. However, we urge the council to proceed cautiously the next time it has the urge to put two departments under one superintendent.
